I would say there are three key factors to getting the angel help you are needing. You see they already are there to help you. Permission is a bit of a harsh word for what is needed. The first step is to be open to it. By being open that doesn't just mean saying okay I'm ready. You need to believe. Believing is the first step in being open. So believe and be open. If you have any doubts then they will become a block to the help you are wanting. The second step would be to find the angel that best fits with you and what you need. It's like praying for intercessory help of a saint. There are different saints for different things. This is true of angels as well. So, find the angel that you need help from. The last step is to meditate and pray. Give that angel or those angels all the opportunity they need to speak to you and help you! Don't put them on a time schedule. Let them come to you.

I agree with what was said that you need to be open to the help that your angels could provide. I generally just ask for guidance when I need it most, whether it is vocally or just through my thoughts. I know my angels can hear me regardless of how I ask. And, I thank my angels after calling upon them for guidance.

It is said that there is many different ways to do so. But I will tell you my belief instead. I myself believe that you don't have to ask, someone is always there watching over you, so when you need help they will help. But if for any reason you need help in something specific, you just have to think about it. They know you well enough to know you need help without you speaking. If for some reason, you want to do something more, or you don't believe thinking is enough, you could always write it out. You could write out on a piece of paper, and sleep with it under your pillow, or by a mirror. (Don't ask about the mirror, it is just something that has worked for me.)
