Who is the really deserving person to receive donation?
You should approach God and not the other human beings for your needs

Who is the really deserving person? Veda says that the person not expecting anything from anybody is the most deserving receiver of your donation [Akaamahatasya]. The deserving person must have full faith in God and should believe that God will give him all the required needs of the life. He should work and earn and if something is needed beyond the scope of the work, God is going to help him in the correct moment. He need not beg other human beings, who are beggars themselves, praying God to fulfill their desires.

A beggar should not beg another beggar and should go to the house, which donated food to the other beggar. Similarly, you should approach God and not the other human beings for your needs, which are not covered by your work. In fact, a true devotee should not beg even God because God is omniscient and will act at the right time. Therefore, if one is expecting something from you, he is not a deserving person since his faith in God is not complete.

The only needed person is the one who don't ask anyone to help him, the one who has his own self respect. We should them and provide all the basic facilities. And also give our donations to such organizations who help such type of needy people.

The description here of the real deserving person to receive donation is right and very defined. Those who does not ask for help even he was in need, definitely is doing things to help himself out and believes that God will never leave him forever on such situation.

I do agree with you, the person who really deserve a donation is that one who never ask for it, and going farther, a person who has been happy to give when giving a donation was in his/her hand.

However, what I don't understand why there are persons who deserve a donation, who deserve to be helped because of a life devote to help others without asking nothing, and not even without asking through the hard time, but people that no one seems to care about and, obviously, nobody is helping despite their needs are more than evident.

So a religious person, according to this, should not help a non-believer, because he is not deserving, since he does not believe? Interesting. In other words, one should let the stubborn non-believer starve, and rather help the other beggar instead, who assures me he believes absolutely, in anything I want?
